Assam DHE makes SAMARTH Portal mandatory for NEP 2020 student migration and lateral admissions
The Department of Higher Education (DHE), Government of Assam, has made it mandatory for all student migration under the National Education Policy (NEP) 2020 to be processed only through the Assam SAMARTH portal. The new rules are effective immediately and will apply to all universities and colleges across the state.The move is aimed at ensuring transparency, uniformity and smooth implementation of the multiple entry and exit (MEE), horizontal movement and lateral entry regulations introduced under the New Economic Policy 2020.As per the notification, all admissions or transfers for the third, fifth and seventh semesters of undergraduate courses under the Multiple Entry and Lateral Mobility Framework must be done through the Assam SAMARTH Lateral Entry Portal only.The online process must be conducted under the following circumstances:
- Students transfer from one program to another within the same institution.
- A student transfers from one institution to another.
Offline migration is not allowed
The General Administration has made it clear that institutions of higher learning are not allowed to handle student relocation offline or manually. Institutions are also prohibited from using any alternative system for migration.The notice states that any migration outside the SAMARTH lateral entry portal will be considered unauthorized and will not be recognized for academic or administrative purposes.According to the Bureau’s regulations, such unauthorized relocation will not be considered valid:
- Academic record maintenance
- Student life cycle management
- Credit transfer
- any other academic or administrative purposes
The department said allowing migration outside the official portal may lead to errors in academic records of students and affect the correct transfer of credits under the NEP 2020 framework.The government introduced this system to ensure that the academic history of students remains accurate across institutions and that credits earned under the multiple entry and exit framework can be transferred without issue.The authority has also informed higher education institutions that detailed standard operating procedures (SOPs) for the operation of the SAMARTH lateral entry portal will be separately issued on or after July 15, 2026.
